Robert graduated from UTEP – where he studied Computer Information Systems and graduated with honors. During his undergrad he began designing the network that would eventually become JackRabbit Wireless.

Tristan Frescas

Operations Manager & Co-Founder

Tristan oversees JackRabbit’s physical network infrastructure, customer premises installations, and customer relations.

Involved in multinational efforts to reduce internet latency worldwide in collaboration with academics and researchers.
  • Specialize in rapidly deploying high-bandwidth network connectivity to remote locations for government agencies and commercial entities.
  • Design, implement, and maintain networks developed using industry-standard networking protocols (eBGP, iBGP, MPLS, VPLS, BFD, VXLAN, RFC 8290 based QoE, SNMP, OSPF, and more).

Our Story

JackRabbit Wireless was founded in 2018 by Robert Chacón and Tristan Frescas, two longtime friends and El Paso natives. We started JackRabbit to bring much-needed competition to El Paso’s monopolized internet market, and to service homes which lacked dependable, affordable internet options. Thanks to the support of our community, JackRabbit has quickly become one of the most trusted Internet Service Providers in the region. We thank our customers and community members throughout the borderland for supporting our mission from the very beginning.

Close The Digital Divide

21 million Americans still lack broadband connectivity. During the COVID-19 pandemic, it became clear to our entire world that broadband is not a typical commodity – it is essentially a utility in the modern era. Communities without access to dependable, high speed broadband risk falling behind with regard to education, healthcare, employment opportunities, and general economic development.

Take for example a student in a rural community whose household depends on high-orbit satellite internet. High-orbit satellite connections have highly restrictive data caps and poor latency. This can cause frequent video glitches or dropouts during video conference calls – preventing this student from reliably attending their video conference based online courses. This could mean the difference between a student thriving or falling behind.

Dozens of communities in our region – particularity rural colonias – have been long overlooked by the corporate incumbent ISPs. These large ISPs prioritized wealthier markets – leaving rural families behind; struggling to access critical online resources for decades. JackRabbit Wireless has instead prioritized serving these communities – uses modern Fixed Wireless technology to deliver high-bandwidth, low-latency connectivity. We deliver families 40-50 times the amount of bandwidth they typically received from DSL and increase their annual uptime from 96% to 99.9% – all at affordable rates. 

When a family tells us that our service has allowed their children to attend online classes, or that they can FaceTime their friends and loved ones from home for the first time, that is deeply rewarding, and drives us to continue this focus.

Affordable Broadband For Low-Income Families

We try to make broadband truly accessible by offering low-cost, fixed-rate internet service to families residing in government-subsidized housing projects. Low-income and Spanish-speaking families are often exploited by incumbent ISPs which use deceptive “promotional” pricing schemes to lock them into plans they cannot afford after promotions end.

For families residing in eligible government-subsidized housing, we offer internet service at a standard fixed rate of $30/month – a rate which includes all taxes, fees, and even the WiFi router. The plans we offer cost as little as 25% of what incumbent ISPs charge these families.

Challenge The Status Quo

49.7 million Americans have only one option for high-speed internet service. Additionally, 48% of those who have a high-speed internet connection at home say they have problems with the speed, reliability or quality of their home connection. People in these predicaments need dependable alternatives, and JackRabbit Wireless exists to be that alternative.

Many large corporate internet providers are known to sell information about their customers’ browsing habits, raise rates on existing customers through the use of hidden fees and deceptive pricing schemes, as well as for lobbying to maintain their monopoly status.
